Thus they act as a systematic form of communication between workers and their employers and then provide an avenue to resolve any arising matters. The elements for an effective complaint procedure include;

1.      Request for hearing. Complainant submits a written request for hearing which should specify reasons for complaining and action sought.

2.      Selection of the hearing panel. A hearing panel or officer is presented with the grievances who should be impartial and follow the review.

3.      Failure to request a hearing. The complainant should request a hearing in accordance with the procedures or else the disposition of panel shall be final.

4.      Hearing prerequisite. Complainant to present the grievances either personally or orally as a condition precedent to hearing. Although the above provisions can only be waived if a good cause is shown as to why the complainant failed to proceed as to the procedure.
