The Central Intelligence Agency Commonly know as CIA is an independent united states government agency charged with the responsibility of providing national security intelligence to top policy makers of the US. One of the agencies identified by the CIA is the President's Foreign Intelligence Advisory Board (PFIAB) which provides advice to the president in matters regarding quality and adequacy of intelligence collection, of analysis and estimates of counterintelligence activities. The sixteen members who sit in this board are drawn from citizens on the criteria of expertise, achievement, integrity and independence. These are appointed by the president who later decides their terms. One third of the board members do not exceed two years. From among the board members the president selects a chairman and a vice-chairman alongside a director who heads the staff and the consultants.


The board, have the mandate of continually reviewing how agencies of the federal government that are concerned in evaluation, collection or processing policy regarding intelligence are performing. It is further charged with the responsibility of assessing the adequacy of personnel, management and organization within the intelligence agencies. The board reports directly to the president and directs him concerning the set targets, conduct, coordination and management of different responsibilities of the agencies of Intelligence Community. The first role of IOB is to prepare reports for the president regarding intelligence which they deem as against the law. It also look at internal guidelines of all agencies within the intelligence community regarding going against the intelligence activities. IOB takes to the Attorney General reports corncerning intelligence activities which they perceive as unlawful. They can also carry out investigations they see as necessary. Finally they look at practices of inspectors general that may be contrary to presidential directive.  

The IOB reports to the president through the PFIAB. It weighs options in taking appropriate action with issues pointed by the Director of Central Intelligence, the CIA, or other Central Intelligence Agencies. In regard to issues which are seen appropriate by the president, the IOB advises and recommend to Central Intelligence Director and others concerned about the same.
