Dubai Police is one of the security organs at Dubai city in the United Arab Emirates. Dubai Police, also known as Dubai Police Force, is the strongest security organ in the Dubai Government Department, which is under the command of the Office of the Vice President and the Prime Minister of United Arabs Emirates (The Dubai Police Force, 2011). Dubai Police is termed as the most advanced police unit in the United Arabs Emirates in terms of job execution, and education qualifications of the officers. There are about 15,000 officers in Dubai Police, whose education qualification are the highest in all other police units and forces in the United Arabs Emirates. The total number of sworn officers is around 17,500 (The Dubai Police Force, 2011).

Dubai Police Force was established in 1956, in a small town on the Deira side of Dubai city known as Naif. The first police station was located in this small town and was known as Naif Fort. It had only twenty-nine police officers. Gradually, the size of police officers increased and by 1960, the total number of police officers in Dubai city was 105. By 1967, the number had grown to 430 officers. Due to its rapid growth, Dubai Police Force moved its headquarters from Deira to its current location: Al Towar, Dubai city. However, the Dubai Police Force is planning to move its headquarters back to Deira. The planned move is to allow the members of the public as well as the officers have easy access to the headquarters, given that Deira is more centrally located than Dubai city. In addition, the new headquarters at Deira will allow the force to locate different departments in different areas, to allow easy access by the members of the public as well as autonomous of every department (The Dubai Police Force, 2011).  

Dubai Police has made great contributions in the security department at the United Arabs Emirates. Studies indicate that Dubai Police was the first security agency in Dubai to adapt use of law enforcement technology such as DNA testing, and electronic finger printing in crime investigation. The force also introduced use of mobile tracking systems such as GPS to curb car theft in Dubai city. Moreover, among its inventions, is establishment of a Human Rights Department, which deals with cases of abuse of human rights. Dubai Police also operates a Community Policing Program, which involves liaison of members of the public with the police officers in crime prevention (The Dubai Police Force, 2011).  

Organization

A General Commander, who is assisted by a deputy commander, heads the Dubai Police Force. The General Commander reports to the Police Chief, who is the overall head of police in the United Arabs Emirates. The General Commander and his assistance are in charge of fifteen departments, under the Dubai Police Force. The main duty of the General Commander is to oversee decision-making process in all the fifteen departments of the Dubai Police. One of these departments is the General Department of E-services, established in 2001. It is the youngest department, created with an aim of helping the government of United Arab Emirates to successful transit to e-government (electronic government).

The main and the biggest department of the Dubai Police Force is the General Department of Operations. The department is involved in controlling and operating telephone lines, alarm systems, radio systems, and other communication systems used by Dubai Police officers in their daily activities. The department operates full-time (twenty-four hours a day). It is installed with around 2,000 telephone lines and 178 fax machines, which are used to control vehicle and foot patrols by the Dubai Police officers. In addition, the department is installed with communication systems, which are used to respond to emergencies and coordinate rescue operation both on land and water (The Dubai Police Force, 2011).

The General Department of Criminal Investigation is also another important department for the Dubai Police Force. The department’s primary role is to fight and curb criminal acts in Dubai city and its environs. The objectives of the department include dealing with small crimes such as quarrels and defamation; dangerous crimes such as murder, rape, and armed robbery; organized crimes such as money laundering and drug trafficking; and social services such as issuing of licenses, recovering lost properties, and issue of certificate of good conduct. The department employs scientific methods of collecting evidence such as chemical analysis, forensic medicine, and fingerprints. Identification methods used by the department in crime investigation are DNA, criminal records, and electronic fingerprints search. Moreover, the department utilizes directives, statistical projections, follow-ups, and guidance as methods of preventing crime (The Dubai Police Force, 2011).

Other departments of the Dubai Police Force include human resources, quality assurance, administrative affairs, traffic, finance, punitive establishment, airports security, fat science, community services, protective security and emergency, and the Dubai Police Academy. The Dubai Police Academy was established in 1987. It is an autonomous department, although it retains some connection with the Dubai Police General Headquarters. The academy teaches various courses to police officers, as well as to civilians. Degrees offered at the academy are equivalent to those offered by public universities in Dubai city (The Dubai Police Force, 2011).

Uniform, Equipments and Vehicles

The official color of Dubai Police uniforms is olive green for shirts and trousers, and black for boots. The shirts have a red band on the left arm, which runs around the arm. The shirts are also affixed with golden badges, which represent the logo of the Dubai Police Force. The trousers and boots are plane-colored. Some officers wear light-brown colored shirts and trousers. However, the features on the left arm of the shirts are the same for both uniforms. Higher-ranking officers wear badges on the collar of their shirts and caps. When conducting routine patrol activities, female officers carry light semi-automatic handguns, while male officers carry heavy arms and/or batons (The Dubai Police Force, 2011).

All vehicles used by the Dubai Police Force are white in color, with green highlights at the back and on the doors. They have all-blue emergency lights fixed at the top (The Dubai Police Force, 2011). They are also installed with alarm and GPS systems, which are used in times of emergences and during rescue operations. All vehicles have the website, email addresses, and emergency telephone numbers of the force printed on them in big letters and numbers. Dubai Police Force also employs boats, coppers, and motorcycles to conduct their routine activities.

Police Stations

Currently, Dubai Police has ten police stations within Dubai city and its environs. The oldest police station is the Naif police station, which operated as a prison from 1939, until 1956 when the Dubai Police force was founded. Al Rifaa is the second oldest police station, established in 1970 to secure the Bur Dubai region. The station has been reopened in two different locations in 1979 and 1992. Other police stations include Ports (which ensures security at Rashid Port), Jebel Ali, Bur Dubai, Hatta, Al Quasais, Nad Al Sheba, Al Muraqqabat, and Al Rashidiyah. The police stations are open to all members of the public, and they operate around the clock. There is a station commander in every station, who oversees daily operations of other officers in the station.

Dubai Police has a museum located at Al Mulla Plaza in Dubai city. The museum houses different records and pictorials, which document numerous efforts of Dubai Police in enforcing law and order. The museum has three display walls with pictures portraying the officers while on duty. In 1987, the International Council of Museums classified the Dubai Police Museum under the Arab Museums (Dubai Police, 2011).
